Position Title: Financial Management Services (FMS) Consultant
Reports To: Program Manager
Location: San Diego, CA (On-Site/Hybrid/Remote)

Position Summary:
The Financial Management Services (FMS) Consultant is responsible for providing financial guidance and oversight to participants in the Self-Determination Program (SDP). This role ensures that participants effectively manage their budgets, comply with financial regulations, and receive the necessary support to make informed financial decisions. The FMS Consultant serves as a key liaison between program participants, service providers, and regulatory agencies.
Key Responsibilities:

Provide financial consultation to SDP participants regarding budget planning, tracking, and reporting.

Assist participants in understanding and managing their Individual Budgets (IB) within the guidelines of the Self-Determination Program.

Ensure compliance with state and federal financial regulations related to SDP and FMS services.

Process and review financial transactions, including payments to service providers, payroll processing, and reimbursement claims.

Develop financial training materials and conduct workshops/webinars for participants and their representatives.

Support participants in interpreting financial reports and understanding financial best practices.

Collaborate with HR and Payroll teams to ensure accurate payroll processing for participant-employed staff under Models 316 and 317.

Maintain accurate financial records and documentation in compliance with audit and regulatory requirements.

Serve as the primary contact for participants regarding financial concerns and provide resolutions to budgeting issues.

Work closely with Program Managers and stakeholders to enhance financial service delivery and improve participant outcomes.
Qualifications:

Bachelor’s degree in Accounting, Finance, Business Administration, or a related field preferred.

Minimum of 2 years of experience in financial management, accounting, or related fields.

Experience working with the Self-Determination Program (SDP) or other disability services is a plus.

Strong knowledge of financial compliance, budgeting, and reporting procedures.

Proficiency in financial software and Microsoft Office Suite (Excel, Word, PowerPoint).

Excellent problem-solving skills and attention to detail.

Strong communication and interpersonal skills with the ability to explain financial concepts in a clear manner.

Ability to work independently and collaboratively in a team environment.

Understanding of payroll, tax withholdings, and financial regulations related to employer models (Model 316 & 317) is desirable.
Preferred Skills:

Knowledge of California’s Self-Determination Program and Financial Management Services regulations.

Experience working with individuals with disabilities and their families.

Bilingual proficiency is a plus.

Onsite, Hybrid or remote work flexibility with occasional in-person meetings or training sessions.

Office setting with a requirement for occasional travel within San Diego County for participant meetings.
